Election Observation

Independent Election Monitoring Platform was found in 2011 by 48 NGOs working in different thematic areas and cities in Turkey. The platform has no direct or indirect relation with any political party or candidate. The platform monitors and reports the elections in Turkey within the framework of conventions on human rights and democratic standards. Independent Election Monitoring gathers data on the use of equal rights to vote by women, persons with disabilities, LGBTIs, groups with different ethnic and religious identities, illiterate persons, forcibly displaced persons and elder voters.

April 16th 2017 Constitutional Referendum Interim Report

Referendum Interim Report

This report contains monitoring results regarding April 16th Consititutional Referendum in Turkey for the period 16 February-13 April 2017.

“The State of Emergency in Turkey, first declared on July 21st 2016 following the failed coup attempt, was extended for another 3-month period on January 19th. During the State of Emergency, 21 executive orders went into effect, 5 of which were approved by the Parliament. The executive orders have ordered the dismissal of around 150.000 civil servants, prosecution of 100.000 individuals, and detainment of 40.000 people. Additionally, 1583 civil society organizations (CSOs) were dissolved without due process, and 158 media outlets have been closed. Members of the judiciary, police, military, local governments, academia, and the business community were affected by the executive orders. The reasoning and justification for dismissals and closures were not offered, and an effective appeal opportunity was not offered.  A decision by the Constitutional Court has placed executive orders beyond the scope of its powers, and deemed the actions of the executive orders beyond opportunity to appeal.”

İn the November 1st elections, Independent observers from 40 NGOs  observed the voting process in 20 provinces in 390 polling stations (POs) and 955 ballot boxes. Counting was observed at 255 ballot boxes. Election observation was conducted using three separate standardised forms. The forms, which were filled out by observers were analysed using SPSS 21.0. Election observation was carried out in the following provinces: Adana, Adıyaman, Ağrı, Ankara, Antalya, Diyarbakır, Edirne, Elazığ, Hatay, Mersin, Istanbul, Izmir, Kırklareli, Konya, Manisa, Muğla, Şanlıurfa, Şırnak, Trabzon and  Van.

 

 

7 June 2015 Parliamentary Election Observation Summary Report

In the June 7 elections, Independent observers from 38 NGOs observed the voting process in 21 provinces at 1,703 ballot boxes; and the counting process at 309 ballot boxes. Election observation was conducted using three separate standard forms. The forms, which were filled out by observers were analyzed using SPSS 21.0. Election observation was carried out in the following provinces: Adana, Adıyaman, Ankara, Çanakkale, Diyarbakır, Edirne, Elazığ, Gaziantep, Hakkari, Hatay, Mersin, Istanbul, Izmir, Malatya, Manisa, Muğla, Sakarya, Şanlıurfa, Trabzon, Tunceli and  Van.

 

2014 Presidential Election Observation

The Independent Election Monitoring Platform has observed Presidential Election on 10th of August in Turkey. The long-term election observation, including candidate registration, campaign activities, the work of the election administration and relevant state bodies, implementation of the legislative framework and the resolution of election disputes, has been conducted in the frame of international human right standards. The independent observes has observed the Election Day in 13 different provinces including 252 election places and 767 polls in Turkey and abroad. The Presidential Election Observation Report has been published in Turkish. The English version will be published soon.

2014 Local Elections Observation Summary Report

Local elections held on 30th of Mach 2014 has been observed in 15 provinces with the participation of 48 NGOs. Because of the contested elections in Ağrı ve Yalova, the number of provinces increased to 17 by observing the reelection process.

2011 Parliamentary Election Observation Summary Report

The ‘Independent Election Observation’ that took place with the participation of 46 NGOs during the parliamentary elections of June 12, 2011 is the first activity of its kind focusing on the access to the right to vote and be elected by groups at risk of discrimination. The observation process aimed at identifying the opportunities and conditions under which the right to vote and be elected was exercised by women, disabled persons, people from different ethnic backgrounds, with different religious beliefs, mother tongue and sexual identity, internally displaced persons and illiterate people. Violations occurring during the election process were aimed to be identified and reported.
