Introduction
HURIDOCS (Human Rights Information and Documentation Systems) is an NGO that helps human rights groups gather, organise and use information to create positive change in the world. Since 1982, HURIDOCS has developed methodologies and tools that make it easier not only to manage collections of evidence, law and research, but also to analyse them for insights. We collaborate with local activist groups, national human rights institutions, large international NGOs and many organisations in between.
HURIDOCS, in partnership with the Association for Monitoring Equal Rights (AMER) and supported by the European Commission, is leading a three-year project to empower disadvantaged groups in Türkiye. The project titled ‘Promoting Economic, Social, and Cultural Disadvantaged Groups in Türkiye through Monitoring and Advocacy Partnerships’ aims to enhance the rights of these groups by fostering local partnerships with civil society organisations, improving data collection methods, and promoting targeted advocacy efforts.
HURIDOCS and AMER are looking for an expert/consultant to design, develop, and facilitate a 3 to 4-day advocacy workshop and produce an accompanying training module within the scope of the aforementioned EU-funded project. The workshop is tentatively scheduled for August, 2025 and will take place in either Ankara or Istanbul, Türkiye. The exact dates, location, and format of the workshop will be determined in collaboration with the selected consultant. Please refer to the Scope of the Consultancy section for more details.
Background of the Project
The project, titled ‘Promoting ESC Rights of Disadvantaged Groups in Türkiye through Monitoring and Advocacy Partnerships’ is a collaborative initiative led by HURIDOCS in partnership with the Association for Monitoring Equal Rights (AMER). Funded by the European Union Delegation in Turkiye, this three-year initiative aims to empower disadvantaged groups in Türkiye by enhancing their access to economic, social, and cultural (ESC) rights through strengthened civil society engagement, improved data collection, and targeted advocacy efforts.
A central component of the project is the subgrant programme, which provides financial and technical assistance to local clusters of civil society organisations (CSOs). There are two cycles of clusters during the project. As of 2025, the project is in the phase of the 2nd cycle of clusters, and the first cycle has been successfully completed. Each cycle comprises a minimum of three components including NGOs and other stakeholders such as human rights defenders, journalists, academics, and researchers. The clusters are tasked with implementing monitoring and advocacy projects focused on ESC rights, work on conducting field research, documenting violations, and advocating for policy changes that benefit disadvantaged communities, including women, LGBTIQA+ individuals, and refugees.
To build the capacities of these CSOs, the project offers comprehensive training sessions on data collection, digital security, and advocacy strategies.
In addition, another key component of the project is the facilitation of the key technological tool ‘Uwazi’ that is being employed in the project. Uwazi is an open-source platform developed by HURIDOCS for managing human rights information. Each CSO cluster has been provided with a dedicated Uwazi instance, tailored to their specific data models and documentation needs. Through discovery sessions and ongoing support, these local clusters have been equipped to systematically collect, analyse, and share data on ESC rights violations, thereby enhancing the effectiveness of their advocacy campaigns.
Scope and the Objectives of the Consultancy
The consultant will be responsible for designing, developing, and delivering a 3-4 day in-person training workshop in Türkiye, along with accompanying training materials on ‘Data for Advocacy’. The consultancy includes pre-engagement meetings with the project team and with the local clusters, creation of workshop materials, facilitation of training sessions, and post-workshop follow-up to finalise advocacy campaign outputs. All deliverables will align with the objectives and timeline of the EU-funded project.
HURIDOCS, as the lead applicant, and AMER, as the co-lead of the project, will jointly coordinate the process by providing strategic guidance, access to clusters, logistical support, and content feedback. The local clusters will engage in the preparatory sessions, participate in the training, and develop their campaign drafts.
The consultancy will provide the project team with:
- A 3-4-day advocacy training/workshop and a relevant training module within the scope of the aforementioned EU funded project that is foreseen to take place during July-August-September 2025, either in Ankara or Istanbul (final location to be confirmed), Türkiye. The workshop could be set as a 3-4 day workshop based on the content planning with the consultant.The planned workshop will be held in the first half of August, 2025. The exact dates of the workshop will be arranged based on availability of the consultant and the project team.
- A training module with training materials on ‘Data for Advocacy’.
Additionally:
- The consultant is expected to adopt a participatory, hands-on methodology.
- The training is expected to combine theory (data literacy, campaign design) and practice (exercises, group work). Key elements that are expected to be covered during the work are data discovery and maturity assessment, practical sessions on campaign building and cluster-specific support for campaign design.
- The training module will be considered an open educational resource which will be published in AMER’s platform Equality Campus
- The language of the workshop and the training materials that are to be developed could be either in English or Turkish. The project team will facilitate simultaneous translation at the workshop if needed. All materials produced under this grant should be bilingual English-Turkish.

Qualification and Skills
Experts/consultants applying for this assignment are expected to demonstrate the following qualifications and skills:
- At least 5 years of experience in advocacy, data-driven storytelling, or communications for social change
- Experience working on donor-funded, multi-stakeholder human rights or development projects
- Proven experience in designing and facilitating participatory workshops or collaborative creative processes
- Demonstrated ability to translate complex data into compelling narratives and campaign materials
- Familiarity and experience with human rights issues, particularly those related to economic, social, and cultural rights in Türkiye.
- Fluency in English is required; knowledge of Turkish is desired but not mandatory.
- Experience working in multidisciplinary teams, especially involving civil society organisations.
- Strong understanding of digital and social media campaign formats and trends is highly desirable.
Travel and Accommodation
All travel and accommodation expenses related to the participation of the consultant(s) in the in-person workshop (to be held in either Ankara or Istanbul, Türkiye) will be covered by the project budget, in accordance with EU funding regulations and the internal policies of the implementing organisations. Travel arrangements and bookings will be discussed and coordinated with the selected consultant once the workshop dates and location have been confirmed. The consultant is expected to ensure cost-effectiveness in all travel and accommodation expenditures. A series of online coordination and planning meetings with the project team and civil society clusters prior to the workshop are foreseen.

The Consultancy Proposal should be sent via email to Lucia Gomez (lucia@huridocs.org) , Project Lead, no later than Wednesday July 9. Any proposals received after this date/time will not be accepted. Any request for clarification must be sent in writing, or by standard electronic communication to the same e-mail address. Incomplete, late and joint proposals will not be considered. Only offers for which there is further interest will be contacted.
Selection Process
The selection of the consultant will follow a transparent and competitive process, aligned with EU Delegation (EUD) procurement principles. The process will be based on a comprehensive evaluation of the proposals submitted in response to the Terms of Reference. Proposals will be assessed based on the consultant’s relevant experience, qualifications, and methodological approach. If necessary, HURIDOCS and AMER may request clarifications or conduct interviews and/or written assessments to better evaluate the consultant’s suitability. The selection of the consultant will be based on the cost-effectiveness of the offers. If further clarification is required, HURIDOCS and AMER may reach out to the applicants with written or oral questions for consultants to respond within three days.
The final evaluation and the decision will be made by the project teams – by the project managers in charge of the project. The selected consultant will be notified by email no later than 15 July 2025, and the contract will be signed between HURIDOCS and the consultant by 21 July 2025. The consultant will have a minimum of 15 working days to prepare for the training activities following the contract-signing.
