Mevcut se\u00e7im mevzuat\u0131yla uygulamalar\u0131n\u0131n \u00e7e\u015fitli toplumsal kesimlerin se\u00e7me ve se\u00e7ilme hakk\u0131n\u0131 kullanmas\u0131n\u0131 engelledi\u011fini vurgulayan platform, yap\u0131lan \u00f6nerilere kar\u015f\u0131n mevzuat ve uygulamalarda gerekli iyile\u015ftirmelerin yap\u0131lmad\u0131\u011f\u0131n\u0131 kaydetti. T\u00fcrkiye\u2019nin uzun zamand\u0131r ilk kez bu kadar gergin bir se\u00e7im atmosferi ya\u015fad\u0131\u011f\u0131n\u0131 ifade eden platform, se\u00e7im mitinglerinin nefret s\u00f6yleminin, toplumun \u00e7e\u015fitli kesimlerinin \u00f6tekile\u015ftirildi\u011fi ve toplumsal kampla\u015fman\u0131n yeniden \u00fcretildi\u011fi bir mecra haline geldi\u011fi belirterek Cumhurba\u015fkan\u0131 Abdullah G\u00fcl\u2019e, cumhurba\u015fkan\u0131 adaylar\u0131na, YSK\u2019ya, H\u00fck\u00fcmete, yarg\u0131 makamlar\u0131na, TBMM\u2019ye, medya organlar\u0131na ve se\u00e7menlere ayr\u0131 ayr\u0131 \u00e7a\u011fr\u0131larda bulundu.<\/span><\/p>\n<p><b>SE\u00c7\u0130MLER\u0130N ME\u015eRU\u0130YET\u0130N\u0130 BEL\u0130RLEYEN KR\u0130TERLERDEN<\/b><\/p>\n<p>Ba\u011f\u0131ms\u0131z Se\u00e7im \u0130zleme Platformu\u2019ndan yap\u0131lan yaz\u0131l\u0131 a\u00e7\u0131klamada d\u00fcnyan\u0131n bir\u00e7ok \u00fclkesinde se\u00e7imlerin, devletleraras\u0131 \u00f6rg\u00fctler, uluslararas\u0131 ve se\u00e7imlerin yap\u0131ld\u0131\u011f\u0131 \u00fclkedeki sivil toplum \u00f6rg\u00fctleri taraf\u0131ndan izlenip raporland\u0131\u011f\u0131na dikkat \u00e7ekilerek, \u201cBa\u011f\u0131ms\u0131z Se\u00e7im G\u00f6zlemi yap\u0131l\u0131yor olmas\u0131 ulusal ve uluslararas\u0131 kamuoyunda se\u00e7imlerin me\u015fruiyetini belirleyen temel kriterler aras\u0131ndad\u0131r\u201d denildi.<\/p>\n<p><!--more--><\/p>\n<p><b>SE\u00c7ME VE SE\u00c7\u0130LME HAKKINA ER\u0130\u015e\u0130M \u0130ZLEN\u0130YOR<\/b><\/p>\n<p>A\u00e7\u0131klamada, platformun T\u00fcrkiye\u2019deki se\u00e7imleri \u201ckad\u0131n, engelli, farkl\u0131 etnik k\u00f6ken ya da dini inan\u00e7 sahibi, LGBT\u0130, zorla yerinden edilen, okuma-yazma ve T\u00fcrk\u00e7e bilmeyen se\u00e7menlerin insan haklar\u0131 s\u00f6zle\u015fmelerinde g\u00fcvence alt\u0131na al\u0131nan se\u00e7me ve se\u00e7ilme hakk\u0131na eri\u015fimini\u201d uluslararas\u0131 standartlar \u00e7er\u00e7evesinde izledi\u011fi kaydedildi.<\/p>\n<p><b>YSK \u2018BA\u011eIMSIZ G\u00d6ZLEMC\u0130L\u0130K\u2019 TALEB\u0130N\u0130 \u00dc\u00c7 KEZ REDDETT\u0130<\/b><\/p>\n<p>Platform ad\u0131na Y\u00fcksek Se\u00e7im Kurulu\u2019na hem 2011 Milletvekili Se\u00e7imleri \u00f6ncesinde hem de 30 Mart Yerel Se\u00e7imleri ve 1 Haziran se\u00e7imleri i\u00e7in ba\u011f\u0131ms\u0131z g\u00f6zlemcilik stat\u00fcs\u00fc i\u00e7in ba\u015fvuruda bulunuldu\u011fu ancak her \u00fc\u00e7 ba\u015fvurunun da kanunlarda herhangi bir yasak olmamas\u0131na ra\u011fmen YSK taraf\u0131ndan reddedildi\u011fi an\u0131msat\u0131ld\u0131.<\/p>\n<p><b>SE\u00c7\u0130M MEVZUATI VE UYGULAMALARI SE\u00c7ME VE SE\u00c7\u0130LME HAKKININ KULLANIMINI ENGELL\u0130YOR<\/b><\/p>\n<p>YSK\u2019n\u0131n ret kararlar\u0131na ra\u011fmen platformun demokratik g\u00f6zetim hakk\u0131n\u0131 kullanarak 2011 y\u0131l\u0131 genel se\u00e7imlerini yedi b\u00f6lgeden on farkl\u0131 ilde, 30 Mart yerel se\u00e7imlerini de 17 ilde izledi\u011fi belirtilerek yap\u0131lan \u2018Ba\u011f\u0131ms\u0131z Se\u00e7im G\u00f6zlemi\u2019nin mevcut se\u00e7im mevzuat\u0131yla uygulamalar\u0131n \u00e7e\u015fitli toplumsal kesimlerin se\u00e7me ve se\u00e7ilme hakk\u0131n\u0131 kullanmas\u0131n\u0131 engelledi\u011fi sonucunu ortaya koydu\u011fu ifade edildi.<\/p>\n<p><b>GEREKL\u0130 \u0130Y\u0130LE\u015eT\u0130RMELER YAPILMADI<\/b><\/p>\n<p>Se\u00e7men k\u00fct\u00fcklerinin olu\u015fturulma y\u00f6nteminin, siyasal partilerin aday belirleme y\u00f6ntemlerinin, oy verme yerlerinin fiziksel ko\u015fullar\u0131n\u0131n, kullan\u0131lan se\u00e7im materyallerinin, se\u00e7im baraj\u0131n\u0131n, YSK kararlar\u0131n\u0131n yarg\u0131 denetimine, se\u00e7imlerin de ba\u011f\u0131ms\u0131z g\u00f6zlem faaliyetlerine a\u00e7\u0131k olmamas\u0131n\u0131n demokratik toplumun gerekleri ile \u00f6rt\u00fc\u015fmeyip se\u00e7me ve se\u00e7ilme hakk\u0131n\u0131n e\u015fit f\u0131rsatlarla kullan\u0131m\u0131n\u0131 ortadan kald\u0131rd\u0131\u011f\u0131na dikkat \u00e7eken platform, bug\u00fcne kadar yap\u0131lan \u00f6nerilere kar\u015f\u0131n se\u00e7im mevzuat\u0131\u00a0 ve uygulamalardan kaynaklanan hi\u00e7bir konuda gerekli iyile\u015ftirici d\u00fczenlemelerin yap\u0131lmad\u0131\u011f\u0131n\u0131 vurgulad\u0131.<\/p>\n<p><b>SE\u00c7\u0130M M\u0130T\u0130NGLER\u0130 \u00d6TEK\u0130LE\u015eT\u0130R\u0130YOR<\/b><\/p>\n<p>T\u00fcrkiye\u2019nin gergin bir se\u00e7im atmosferi ya\u015fad\u0131\u011f\u0131n\u0131n alt\u0131n\u0131 da \u00e7izen Ba\u011f\u0131ms\u0131z Se\u00e7im \u0130zleme Platformu, se\u00e7im mitinglerinin nefret s\u00f6yleminin, toplumun \u00e7e\u015fitli kesimlerinin \u00f6tekile\u015ftirildi\u011fi ve toplumsal kampla\u015fman\u0131n yeniden \u00fcretildi\u011fi bir mecra haline geldi\u011fini belirterek, 10 ko\u015fullar\u0131n\u0131 belirlemek i\u00e7in se\u00e7im g\u00f6zlemi yapacaklar\u0131n\u0131 bildirildi.<\/p>\n<p><b>G\u00dcL\u2019E \u201cTARAFSIZLI\u011eINI A\u00c7IKLA\u201d \u00c7A\u011eRISI<\/b><\/p>\n<p>Cumhurba\u015fkan\u0131 Abdullah G\u00fcl\u2019e, Anayasa&#8217;n\u0131n 101. maddesinin ruhuna uygun olarak Cumhurba\u015fkan\u0131 se\u00e7iminde tarafs\u0131z ve her \u00fc\u00e7 adaya e\u015fit mesafede oldu\u011funu kamuoyuna a\u00e7\u0131klamas\u0131 \u00e7a\u011fr\u0131s\u0131nda bulunan platform, cumhurba\u015fkan\u0131 adaylar\u0131na, YSK\u2019ya, H\u00fck\u00fcmete, yarg\u0131 makamlar\u0131na, TBMM\u2019ye, medya organlar\u0131na ve se\u00e7menlere de ayr\u0131 ayr\u0131 \u00e7a\u011fr\u0131larda bulundu:<\/p>\n<p><strong>Cumhurba\u015fkan\u0131 Adaylar\u0131n\u0131;<\/strong> \u015feffaf bir kampanya y\u00fcr\u00fctmeye, bu ama\u00e7la kampanyalar\u0131na yap\u0131lan ba\u011f\u0131\u015f tutarlar\u0131n\u0131 ve yapt\u0131klar\u0131 t\u00fcm se\u00e7im harcamalar\u0131n\u0131 kamuoyu ile payla\u015fmaya, kamu olanaklar\u0131 ve yetkilerini se\u00e7im kampanyalar\u0131nda kullanmayacaklar\u0131n\u0131 kamuoyuna a\u00e7\u0131klamaya, t\u00fcm adaylar\u0131n propaganda yapma \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc engellemeye y\u00f6nelik sald\u0131r\u0131lar\u0131 k\u0131namaya, toplumsal gerilimi d\u00fc\u015f\u00fcrecek a\u00e7\u0131klamalar yapmaya, se\u00e7imin ba\u011f\u0131ms\u0131z g\u00f6zleme a\u00e7\u0131lmas\u0131 talebimizi desteklemeye,<\/p>\n<p><b>Y\u00fcksek Se\u00e7im Kurulu\u2019nu;<\/b> evlerinden \u00e7\u0131kamayan engelli ve ya\u015fl\u0131 se\u00e7menler i\u00e7in gezici sand\u0131k kurulu olu\u015fturmaya, g\u00f6rme engellilerin oylar\u0131n\u0131 kendi ba\u015flar\u0131na kullanabilmeleri i\u00e7in her sand\u0131k i\u00e7in\u00a0 Braille (kabartma) alfabe ile bas\u0131lm\u0131\u015f \u015fablon oy pusulas\u0131 haz\u0131rlamaya, belediyelere ait engelli hizmet ara\u00e7lar\u0131n\u0131n se\u00e7im g\u00fcn\u00fc il se\u00e7im kurullar\u0131 emrine al\u0131nmas\u0131 ve il se\u00e7im kurullar\u0131 taraf\u0131ndan engelli ve ya\u015fl\u0131 se\u00e7menlerin oy verme yerlerine ta\u015f\u0131nmas\u0131 i\u00e7in kullan\u0131lmas\u0131n\u0131 sa\u011flamaya, T\u00fcrk\u00e7e bilmeyen, okuma yazma bilmeyen ve g\u00f6rme engelli se\u00e7menlerin oylar\u0131n\u0131 kendi tercih edecekleri yak\u0131nlar\u0131 ile kullanmas\u0131n\u0131 sa\u011flamaya, se\u00e7men e\u011fitim materyallerinin T\u00fcrk\u00e7e bilmeyen, okuma yazma bilmeyen, i\u015fitme engelli veya g\u00f6rme engelli se\u00e7menlerin bilgilendirilmesini sa\u011flayacak \u015fekilde haz\u0131rlamaya ve bu konuda ilgili sivil toplum \u00f6rg\u00fctlerinden g\u00f6r\u00fc\u015f almaya, se\u00e7imlerde sivil toplum \u00f6rg\u00fctlerine ba\u011f\u0131ms\u0131z g\u00f6zlemcilik stat\u00fcs\u00fc\/yetkisi vermeye, se\u00e7men tercihinin a\u00e7\u0131k\u00e7a ortaya \u00e7\u0131kaca\u011f\u0131 kadar az say\u0131da se\u00e7menin bulundu\u011fu yerlere sand\u0131k kurarak oy verme gizlili\u011fini ihlal etmemeye,\u00a0 bu durumdaki sand\u0131klar\u0131 en yak\u0131n oy verme yerindeki sand\u0131klarla birle\u015ftirmeye, iradesi d\u0131\u015f\u0131nda se\u00e7men k\u00fct\u00fcklerinden d\u00fc\u015f\u00fcr\u00fclen se\u00e7menlerin kay\u0131tl\u0131 olduklar\u0131 eski\u00a0 sand\u0131klarda oy kullanmas\u0131 i\u00e7in bir defal\u0131\u011f\u0131na hak tan\u0131maya, sand\u0131k kurulu ba\u015fkan ve \u00fcyelerine ayr\u0131mc\u0131l\u0131k konusunda e\u011fitim vermeye, trans bireylerin oy verirken ya\u015fad\u0131klar\u0131 kimlik rengi ile ilgili sorun konusunda sand\u0131k kurullar\u0131n\u0131\u00a0 bilgilendirmeye, kad\u0131n konuk evleri, huzurevleri, ya\u015fl\u0131 ve engelli bak\u0131m evlerinde bulunan se\u00e7menlerin oy kullanmalar\u0131n\u0131n sa\u011flanmas\u0131 i\u00e7in gerekli \u00f6nlemleri almaya, yurtd\u0131\u015f\u0131nda ya\u015fayan t\u00fcm se\u00e7menlere oy kullanma konusunda e\u015fit f\u0131rsatlar yaratmaya,<\/p>\n<p><b>H\u00fck\u00fcmeti;<\/b> Cumhurba\u015fkan\u0131 adaylar\u0131na e\u015fit kamusal olanaklar sunmaya, Adalet, \u0130\u00e7i\u015fleri ve Ula\u015ft\u0131rma bakanlar\u0131n\u0131n tarafs\u0131zl\u0131klar\u0131n\u0131 korumaya, cumhurba\u015fkan\u0131 adaylar\u0131n\u0131n se\u00e7im merkezlerine, toplant\u0131lar\u0131na vb. \u00e7al\u0131\u015fmalar\u0131na\u00a0 kar\u015f\u0131 her t\u00fcrl\u00fc \u015fiddet olay\u0131n\u0131n \u00f6nlenmesi i\u00e7in gerekli etkili \u00f6nlemleri almaya ve sorumlular\u0131 yarg\u0131 \u00f6n\u00fcne \u00e7\u0131karmaya,<\/p>\n<p>Yarg\u0131 Makamlar\u0131n\u0131; T\u00fcm adaylar\u0131n se\u00e7im b\u00fcrolar\u0131 ve se\u00e7im faaliyetlerine y\u00f6nelik sald\u0131r\u0131lar\u0131 etkin olarak soru\u015fturmaya, Se\u00e7im s\u00fcrecinde adaylar veya bas\u0131n yay\u0131n organlar\u0131 taraf\u0131ndan yap\u0131lan ayr\u0131mc\u0131 ve nefret s\u00f6ylemini etkin olarak soru\u015fturmaya,<\/p>\n<p><b>Se\u00e7im ve Siyasi Partiler Mevzuat\u0131n\u0131n Demokratikle\u015ftirilmesi \u0130\u00e7in TBMM\u2019yi;<\/b>\u00a0 6271 say\u0131l\u0131 Cumhurba\u015fkan\u0131 Se\u00e7imi Kanunu(CSK)&#8217;nun 6. maddesindeki cumhurba\u015fkanl\u0131\u011f\u0131 adayl\u0131\u011f\u0131 i\u00e7in\u00a0 k\u0131rk ya\u015f\u0131n\u0131 doldurmu\u015f ve y\u00fcksek \u00f6\u011frenim g\u00f6rm\u00fc\u015f olma \u015fart\u0131n\u0131 kald\u0131rmaya, 6271 say\u0131l\u0131 CSK&#8217;nun 7. maddesi 2. bendindeki %10 oy oran\u0131 nispetini %3 olarak de\u011fi\u015ftirmeye, 6271 say\u0131l\u0131 CSK&#8217;nun 7. maddesine ek d\u00fczenleme yaparak 500 bin se\u00e7menin imzas\u0131 ile aday g\u00f6sterilebilmesini sa\u011flamaya, 6271 say\u0131l\u0131 CSK&#8217;nun14. maddesine ek d\u00fczenleme yaparak adaylar\u0131n ba\u011f\u0131\u015f ve se\u00e7im harcamalar\u0131n\u0131 kamuoyuna a\u00e7\u0131klamas\u0131n\u0131 yasal zorunluluk haline getirmeye, YSK kararlar\u0131n\u0131n yarg\u0131 denetimine a\u00e7\u0131lmas\u0131n\u0131 sa\u011flayamaya, Siyasi Partiler Kanunu\u2019nu dileyen herkesin siyasete kat\u0131l\u0131m\u0131n\u0131 olanakl\u0131 k\u0131lan, parti i\u00e7i demokrasiye olanak\u00a0 sa\u011flayan ve siyasi partilerin \u015feffafla\u015fmas\u0131n\u0131 sa\u011flamaya, 298 say\u0131l\u0131 Se\u00e7imlerin Temel H\u00fck\u00fcmleri ve Se\u00e7men K\u00fct\u00fckleri Hakk\u0131nda Kanun\u2019un (STHVSKHK)\u00a0 7. maddesini de\u011fi\u015ftirerek insanl\u0131k su\u00e7u i\u015fleyenler hari\u00e7 t\u00fcm h\u00fck\u00fcml\u00fclere oy kullanma hakk\u0131 tan\u0131nmas\u0131n\u0131 sa\u011flayamaya,\u00a0 298 say\u0131l\u0131 STHVSKHK&#8217;n\u0131n 33. maddesini de\u011fi\u015ftirerek, se\u00e7men k\u00fct\u00fcklerinin haz\u0131rlanmas\u0131nda evsizler (sokakta ya\u015famak zorunda b\u0131rak\u0131lanlar), kad\u0131n konuk evleri, ya\u015fl\u0131 ve engelli bak\u0131m evlerinde kalanlar\u0131n k\u00fct\u00fcklere kayd\u0131n\u0131 sa\u011flamaya, Zihinsel engelli bireylerin vasisinin bulunup bulunmad\u0131\u011f\u0131na bak\u0131lmaks\u0131z\u0131n, ay\u0131rt etme yetilerinin bilimsel olarak tespit edilmesi ve\u00a0 se\u00e7men k\u00fct\u00fcklerine kay\u0131tlar\u0131n\u0131 sa\u011flamaya, 298 say\u0131l\u0131 STHVSKHK&#8217;n\u0131n 52. maddesinin se\u00e7ime kat\u0131lan siyasi parti ve adaylar aras\u0131nda yaratt\u0131\u011f\u0131 e\u015fitsizli\u011fi \u00f6nlemeye, 2839 say\u0131l\u0131 Milletvekili Se\u00e7imi Kanunu (MSK)\u2019nun 26. maddesinde de\u011fi\u015fiklik yaparak oy pusulalar\u0131n\u0131n siyasi partiler ile ba\u011f\u0131ms\u0131z adaylar aras\u0131nda e\u015fitli\u011fi sa\u011flamaya, 2839 say\u0131l\u0131 MSK\u2019nun 33. maddesini de\u011fi\u015ftirerek %10 se\u00e7im baraj\u0131n\u0131 d\u00fc\u015f\u00fcrmeye,\u00a0 2839 say\u0131l\u0131 MSK\u2019nun siyasi partilere devlet yard\u0131m\u0131n\u0131 d\u00fczenleyen maddesini, t\u00fcm siyasal partilerin ald\u0131klar\u0131 oy oran\u0131na g\u00f6re devlet yard\u0131m\u0131ndan faydalanmas\u0131n\u0131 sa\u011flamaya, Se\u00e7im kanunlar\u0131nda oy kullanma s\u00fcresinin en az 3 g\u00fcn olmas\u0131n\u0131 sa\u011flamaya, Se\u00e7imlerde ba\u011f\u0131ms\u0131z g\u00f6zlemi sa\u011flayacak yasal d\u00fczenlemeleri yapmaya,<\/p>\n<p><b>Medyay\u0131;<\/b> T\u00fcm yurtta\u015flar\u0131n bilgi alma hakk\u0131 ve \u00fc\u00e7 cumhurba\u015fkan\u0131 aday\u0131 hakk\u0131nda kanaat olu\u015fturmas\u0131na olanak sa\u011flayacak \u015fekilde adaylara e\u015fit f\u0131rsatlar yaratmaya, se\u00e7im ortam\u0131nda toplumsal gerilimi azaltacak bir yay\u0131n politikas\u0131 izlemeye, yay\u0131nlar\u0131nda ayr\u0131mc\u0131, \u00f6tekile\u015ftirici ifadelere ve nefret s\u00f6ylemine yer vermemeye,<\/p>\n<p><b>Se\u00e7menleri;<\/b> 10 A\u011fustos Cumhurba\u015fkan\u0131
