Ancak bu farkl\u0131l\u0131klar U\u0130HK\u2019lar\u0131n sahip olmas\u0131 gereken evrensel standartlar\u0131n olmad\u0131\u011f\u0131 anlam\u0131na gelmemelidir. U\u0130HK\u2019lar\u0131n stat\u00fclerine ili\u015fkin evrensel normlar olarak ilan edilen &#8220;Paris \u0130lkeleri&#8221; kriterlere g\u00f6re U\u0130HK\u2019lar; anayasal veya yasal dayanakla kurulmal\u0131 ve yetkilerle donat\u0131lmal\u0131; idari ve finansal olarak ba\u011f\u0131ms\u0131z olmal\u0131; \u00e7o\u011fulcu bir yap\u0131ya sahip olmal\u0131 ve kurum \u00fcyeleri g\u00fcvencelere sahip olmal\u0131d\u0131r.<br><br>Ba\u011f\u0131ms\u0131zl\u0131k, kurumlar\u0131n temel me\u015fruiyet kayna\u011f\u0131 olmas\u0131n\u0131n yan\u0131nda g\u00fcvenirlilik ve etkilili\u011fi i\u00e7in de vazge\u00e7ilmezdir. T\u00fcrkiye\u2019de ilgili yasalarda her iki kurum i\u00e7in de ba\u011f\u0131ms\u0131zl\u0131k vurgusu yap\u0131l\u0131yor olmas\u0131na ra\u011fmen, bu kurumlar\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131ndan s\u00f6z etmek m\u00fcmk\u00fcn de\u011fildir.
